Federal agents have been investigating reports of excessive force and discrimination for eight years, the report said, and some residents say the pattern persists.

Federal officials launched a probe in 2007 and in 2009 recommended steps to improve community relations. More recommendations will be forthcoming, the Justice Department said.

Yonkers police issued a statement saying the department has "implemented procedures that we believe to be consistent with the best practices and improve operational efficiency."
