Michael Alan Vitti, 19, was charged with negligent homicide with a motor vehicle, failure to drive in the proper lane and distracted driving (not a cellphone), according to state police.

Vitti, who state police say was distracted while driving, hit and killed Gerard Mauskapf, 64, of Red Hook in Dutchess County near Exit 11.

Mauskapf was hit after pulling over his vehicle and getting out of his car on the right shoulder of the highway, state police said.

Vitti is scheduled to appear in Danbury Superior Court on March 20.
