Officer Diamond Jaynes has been placed on administrative duty pending the outcome of the Internal Affairs and Officer-Involved Shooting Investigations, PPD said in a release.

Five people in total were arrested after two groups exchanged gunfire in Clara Muhammad Square around 2:30 p.m., authorities have said

One of them, 21-year-old Kahbir Oglesby-Hicks, was charged with Violation of the Uniformed Firearms Act (VUFA), possessing an instrument of crime, VUFA on streets, and evading arrest, city police said.

The others, a 15-year-old boy, two 16-year-old boys, and a 16-year-old girl, were not named.

Police said six firearms were recovered during the investigation, including:

  • A loaded .223/5.56 MM Black rifle (associated with a 15-year-old male suspect)
  • A loaded Taurus 9MM handgun (associated with Oglesby-Hicks)
  • A loaded Black Polymer 80 (P80) 9MM handgun without a serial number (associated with a 16-year-old male suspect)
  • A loaded black privately manufactured handgun, 9MM (associated with a 16-year-old female suspect)
  • A loaded black Glock 19, 9MM handgun (associated with a 16-year-old male suspect)

The sixth, a Glock 21 Gen 4, .45 Caliber handgun with no ammunition in it, was recovered in the street "with no offender connected to it," police said.

Authorities said Officer Jaynes shot a 15-year-old boy in the left leg and left shoulder. A "black AR-style pistol" was found near his feet, according to investigators.

Jaynes secured the gun and then took the 15-year-old to Presbyterian Hospital where he was placed in stable condition, police said.

While officers were responding to the active shooting, a 15-year-old girl was struck by a Philadelphia Police patrol wagon. She was taken to CHOP by PFD medics, where she was listed in stable condition with a fractured leg.

Also injured were a 23-year-old man shot in the lower stomach and a 15-year-old boy whose finger was grazed by a bullet. They, too, were placed in stable condition, authorities said.

PPD said Officer Jaynes' body-worn camera did not record her shooting the teen. She is assigned to the 16th District and has been with the department for six years, police added.
