I am writing this letter of endorsement for Robert Outhouse. I felt compelled to let the residents of Westchester County hear from someone who not only worked with Bob for two decades, but came to be his direct supervisor. I was the former Hazardous Devices Unit Commander of the Westchester County Police Department. I’ve had the opportunity and pleasure to work with, and get to know, Bob Outhouse as a coworker and a person and a friend.

Bob and both served on the Emergency Services Unit. Bob’s extensive training in fire/rescue made him an asset to the unit. His expertise in vehicle extrication is attributed to saving many lives. Bob was asked to join the Bomb Squad ln1990 and later promoted to Detective. As I continued my career, I rose to the ranks of Sergeant and Bob was my subordinate. I took command of the Bomb Squad in 2001 Bob was responsible training K9 Amy and responding to incidents, instructing at the Police Academy. Bob Instructed in-service training and new recruits in the areas of Arson Awareness, Hazardous Materials Response and Incident Command. One of Bob’s other responsibilities was to conduct the Background Investigations on new police officer candidates for Westchester County. Bob has conducted training for many Westchester Corporations, such as MasterCard International, IBM and PepsiCo and many others on Threat Assessment and Bomb Threat response.

I also think it is worthy to note, that out of the hundreds of Incidents that I responded with Bob, and supervised Bob whether a Bomb Threat, a Suspicious Package, a Hazardous Chemical, Deteriorated Explosives or Unstable Fireworks, Bob always volunteered to put himself in harm’s way.

Bob was truly an asset to the residents of Westchester County and the Westchester County Department of Public Safety. He was a decorated police detective. I fully support his endeavor to become a County Legislator, I have no doubt that he will serve his community well and carry out the responsibilities of a county legislator fairly and justly.
