Astorino sent his letter two days before Obama’s visit to Tarrytown, where he is scheduled to discuss the importance of infrastructure spending.

"Such a visit would provide an opportunity for you to witness firsthand the rich diversity of our county and understand how policies by the Department of Housing and Urban Development are sadly and ironically hurting some of our neediest residents, the very people HUD claims to champion,” Astorino said in the letter.

“The issue is that HUD is withholding and reallocating millions of dollars of Community Development Block Grant funds without justification. HUD has based its action on a reading of the 2009 Affordable Housing Settlement, which the county believes goes far beyond any reasonable interpretation of the agreement. In short, HUD has asked the county to find instances of exclusionary zoning based on race and ethnicity, where none have been found to exist, and has refused to release the CDBG funds until the county changes its findings.”
