Marcos Tawil, was killed when the officer, Jonathan Mosquera, 24, of Suffern, tried to pass a 2008 Honda driven by Tzvi Hakakian, 19, of Monsey on the left as he was making a left turn into the Yeshivat Tiferet Tora.
The two cars sideswiped each other, sending the officer's car crashing into the teens before it hit an embankment and hit two trees. The other student, David Maldanado was critically injured.
In a crash investigation released Friday, Ramapo police found that Mosquera was traveling at an unsafe speed and speeding in a speed zone when he struck Hakakian's car that was making an improper left turn on a two-way road.
Mosquera also moved from his lane of travel unsafely and improperly passed a vehicle, said Ramapo Police Chief Brad Weidel.
The report found there was no evidence to indicate that drugs or alcohol was a contributing factor on behalf of either driver, he added.
Mosquera was charged with speed in zone; speed not reasonable and prudent; moving from a lane unsafely, and Improper passing.
Hakakian was charged with moving from a lane unsafely and improper left turn on the two-way roadway.
Both are due to appear in the Village of Wesley Hills Justice Court in February 2017.
