Lutfee Abdul-Halim, 37, of Mount Vernon was charged by Norwalk police with interfering with an officer and will appear in court on August 1.
Police said that they received a report shortly before 2 a.m. Tuesday that state police were pursuing Abdul-Halim down I-95 southbound after he refused to pull over for a trooper in Westport. Norwalk police saw his car get off the highway at exit 14 and head west on Connecticut Avenue. He pulled into a shopping center and turned around, nearly hitting a patrol car as he was exiting, according to police.
He then turned down Scribner Avenue and got back onto I-95 heading north, police said. He got off at exit 14 and police saw him get onto Reed Street and turn onto Stuart Avenue, traveling between 40 and 50 miles per hour, according to police reports. He was finally stopped about 100 yards west of Stuart Avenue.
Police approached the car, and said that when Abdul-Halim got out the car began to roll forward because he had forgotten to put it in park. He refused to comply with orders and was reaching for his waistband, according to police reports. Officers then Tasered him and placed him in handcuffs. EMS was called to the scene, and police said that Abdul-Halim became very apologetic, telling officers that he was hallucinating and did not think they were real police officers. Police said that he may have been under the influence of a drug. He was taken to Norwalk Hospital for evaluation.
