Briarcliff, Ossining Scuttle Annexation Plans

BRIARCLIFF MANOR, N.Y. -- The battle over election districts between the village of Briarcliff Manor and the town of Ossining has come to an end.

The Village of Briarcliff Manor and the Town of Ossining want to discontinue the lawsuit regarding proposed annexation of Election Districts 16 and 20.

The Briarcliff Manor Village Board passed a resolution on May 6 directing the village counsel to take all necessary steps to discontinue the pending court action, according to a village statement.. 

The Town of Ossining and the Village of Briarcliff Manor reviewed the benefits and impacts from the requested annexation of Election Districts 17 and  20 to the Village of Briarcliff Manor, according to the statement.

The economics of annexation are extremely complicated because of, among other important considerations, the manner in which municipal services are rendered and provided by both the Town of Ossining and the Village of Briarcliff Manor, according to the statement.

Rather than continuing  down the complex and costly path of litigating the annexation question, both municipalities  believe that their residents could more greatly benefit from improving communication and  cooperation, according to the Briarcliff statement released on Tuesday.

The two villages began a battle over the districts in 2014, where the Town of Ossining proposed to have the election districts annexed into Briarcliff.

After Ossining had realized that annexing the districts into Briarcliff could potentially have a negative impact on municipal services, they stood opposed to the idea while Briarcliff supported annexing the two election districts.
